Fixes/Updates:
- Replaced mandatory/optional task concept with core/additional task concept when assigning a task to a program
- User registration flow reordered and user details separated

- Created the ability to chain task display for users introducing a single channel to view and complete a collection of program tasks
- Added a note in user task list view to inform user they have tasks that require action (triggered by declined, expired or renewable tasks)
